Second of moment of area, or area moment of inertia with respect to the neutral axis x-x¡Ç for an ishaped area.

1. The second moment of the whole rectangular section

   Ixb = (1/12)*bh^3

2. The second moment of subtracted areas

   Ixs = (1/12)*(b-b1)*(h-2h1)^3

Thus,

Ix = Ixb - Ixs = (1/12)*(bh^3 - (b-b1)*(h-2h1)^3)
