The Over Consolidation Ratio is defined as the highest effective stress experienced, Pc (t/m^2), divided by the current effective stress, P0 (t/m^2).

OCR = Pc / P0

OCR < 1 : under-consolidation
OCR = 1 : normal consolidation
OCR > 1 : over-consolidation
