The hour hand moves by 0.5 degree per minute  : 0.5 deg/min
The minute hand moves by 6 degrees per minute :  6 deg/min

With reference to 12 o'clock, the angle of the hour hand, Ah, in the clockwise direction at arbitrary time h hours is :

Ah = 30*h

Thus, the time, m in minutes, required for the hour and minute hands to meet is :

30*h+0.5*m = 6*m

m = (30/5.5)*h

That is, these two hands meet at the time of h hours and m minutes.
